1   Statement of Work

1.1 Purpose

The purpose of this Request for Proposal (RFP) is to invite prospective vendors to submit a proposal to supply to goods and services to Nespelem School District.

1.2 Coverage & Participation

The intended coverage of this RFP, and any agreement resulting from this solicitation, shall be for the use of all departments at Nespelem School District. Nespelem School District reserves the right not to enter into any contract, to add and/or delete elements, or to change any element of the coverage and participation at any time without prior notification and without any liability or obligation of any kind or amount.

2   General Information

2.1 Nespelem School District shall retain the RFP, and all related terms and conditions, exhibits and other attachments, in original form in an archival copy. Any modification of these, in the vendor’s submission, is grounds for immediate disqualification.

2.2 Nespelem School District is located 20 miles north of Grand Coulee, WA, in the town of Nespelem, on the Colville Indian   Reservation, just off of Highway 155.  Nespelem School District is a Pre/K-8 Public School of approximately 165 students. The remote location should be a consideration for vendors, both in terms of response to on-site, remote, and ongoing maintenance support. 

2.3 The Nespelem School Mission Statement is "To enable a child to be a thinking, caring, productive person using high academic standards in a positive environment." Considering our mission statement and given that the purpose of education is to prepare students to be productive and caring adults, we believe that technology is a necessary tool for learning that expands our instructional repertoire and is the vehicle that maximizes the capacity of all teachers and learners. It is the vision of Nespelem School District that students be engaged in a stimulating academic environment and an engaging, highly relevant, rigorous curriculum student-centered and focused inquiry-based learning.

Therefore, Nespelem School District demonstrates a commitment to increasing technology in each classroom and to providing ongoing and continuous training to all of its staff and students in the use of and integration of technology as the necessary tools for teaching, learning, and collaborating in all subject areas and for lifelong learning; technology is an essential element that brings about greater productivity, provides meaningful assessment data, and empowers instruction and learning.

3   Proposal Preparation Instructions

3.1 Vendor’s Understanding of the RFP

In responding to this RFP, the vendor accepts full responsibility to understand the RFP in its entirety, and in detail, including making any inquiries to Nespelem School District as necessary to gain such understanding. Nespelem School District the right to disqualify any vendor who demonstrates less than such understanding. Further, Nespelem School District reserves the right to determine, at its sole discretion, whether the vendor has demonstrated such understanding. That right extends to cancellation of award, if award has been made. Such disqualification and/or cancellation shall be at no fault, cost, or liability whatsoever to Nespelem School District.

3.2      Good Faith Statement

All information provided by Nespelem School District in this RFP is offered in good faith. Individual items are subject to change at any time. Nespelem School District makes no certification that any item is without error. Nespelem School District is not responsible or liable for any use of the information or for any claims asserted there from.

3.3 Communication

Vendors’ Inquiries.

Applicable terms and conditions herein shall govern communications and inquiries between Nespelem School District and vendors as they relate to this RFP. Inquiries, questions, and requests for clarification related to this RFP are to be directed in an email to:

Questions concerning this RFP must be submitted via email and be received prior to February 9, 201.  Vendors shall recommend to Nespelem School District any discrepancies, errors, or omissions that may exist within this RFP. With respect to this RFP, vendors shall re- commend to Nespelem School District any enhancements, which might be in Nespelem School District’s best interests. These must be submitted in writing and be received prior to February 9, 2010.

3.5 Criteria for Selection

The evaluation of each response to this RFP will  based on its demonstrated competence, compliance, format, and organization. The purpose of this RFP is to identify those suppliers that have the interest, capability, and financial strength to supply Nespelem School District with the goods and services identified in the Scope of Work.

Evaluation Criteria:

1.  Capability of vendor to meet or exceed requirements set forth in Scope of Work.

2.  Expressed interest in working with Nespelem School District.

3.  Financial stability of vendor.

4.  Ability of vendor to communicate its vision and capacity for establishing a relationship that addresses current and future needs and trends in the industry,

3.6 Selection and Notification

The Vendor determined by Nespelem School District to possess the capacity to compete for this contract will be selected and notified by email.

 

 

 

 

 

 

4.00 Scope of Work, Specifications & Requirements

4.1 Functional Requirement

           Firewall:

          Support and maintenance on District Watchguard firewall

 

Switches

(3x) 48pt 10/100/1000 switches (stackable)

(1x) 48pt 10/100/1000 POE switch (stackable)

Wiring

Replace existing Cat3 and Cat5 cable with Cat6 drops

Each classroom should have up to (5x) drops

Library should have up to (10x) drops

(6x) drops for Wireless access points

New Patch panels to accommodate new wiring standards

VOIP Phone System

Up to (20x) handsets

(1x) wireless handset

Unified Message Server

E911 Server

Wireless Solution

Up to (8x) wireless “N” access points

Wireless “N” controller

Uninterruptible Power Supplies

Sufficient UPS in MDF to support new switches and two District servers.

              

5.  Vendor Qualifications & Reference

 5.1.  All vendors must provide the following information in   order for their proposal to be considered:

 

1.  A brief outline of the vendor company and services

     Offered.

2. References: Contact information for two references (if 

     possible)  from projects similar in size, application,

     and scope and a brief description of their

     implementation.

6. Budget & Estimated Pricing

All vendors must provide a cost breakdown for the implementation of their solution for Nespelem School District’s project as described in this RFP. Costs should be identified as either capital or non-capital in nature.

Suggested Cost Categories:

Hardware: List, describe, and record the cost of each piece of hardware that is required to optimally run the software.

Software Licensing: List, describe, and record the licensing, implementation, maintenance, support, and training fees associated with your proposed software.

7.0 Additional Terms & Conditions

7.1 Personal Information

7.1.1 General

Depending on the circumstances, Nespelem School District may require information related to the qualifications and experience of persons who are proposed or available to provide services. This may include, but is not limited to, resumes, documentation of accreditation, and/or letters of reference. The Respondent should not submit as part of its Response any information related to the qualifications, experience of persons who are proposed or available to provide services unless specifically requested. Unless specifically requested, any such information, whether in the form of resumes or other documentation, will be returned immediately to the Respondent. [Organization Name] will treat this information in accordance with the provisions of this Section [Section Number].

7.2 Non-Disclosure Agreement

Nespelem School District reserves the right to require any Respondent to enter into a non-disclosure agreement.

7.3 Costs

The RFP does not obligate Nespelem School District to pay for any costs, of any kind whatsoever, that may be incurred by a Respondent or any third parties, in connection with the Response. All Responses and supporting documentation shall become the property of Nespelem School District subject to claims of confidentiality in respect of the Response and supporting documentation.  Nespelem School District reserves the right to nullify this contract if not funded by e-r

As required by e-rate, the cost of services and support must be a highest priority in choosing a vendor.

7.4 Respondent’s Responses

All accepted Responses shall become the property of Nespelem School District and will not be returned.

7.6 Governing Law & Nondiscrimination.

The laws of the State of Washington, and the United States of America shall govern this RFP and the Respondent’s Response. The Nespelem Public School District shall provide equal employment opportunity and treatment for all applicants and staff in recruitment, hiring, retention, assignment, transfer, promotion and training. Such equal employment opportunity shall be provided without discrimination with respect to race, creed, color, national origin, age, sex, marital status or qualified individuals with disabilities. The District may give preference to a United States citizen or national over an authorized alien if two candidates are equally qualified.    The Nespelem Public School District, as a recipient of public funds, is committed to undertake Affirmative Action that shall make effective Equal Employment Opportunities for staff and applicants for employment.

 

 

7.7 No Liability

Nespelem School District shall not be liable to any Respondent, person, or entity for any losses, expenses, costs, claims, or damages of any kind:

·       Arising out of, by reason of, or attributable to, the Respondent responding to this RFP; or

·       As a result of the use of any information, error, or omission contained in this RFP document or provided during the RFP process.
